Mr. Payer,

I've already given you the facts of the harassment by your division but will do it one last time.

My original ponds in Sec. 19 were licensed for orangespotted sunfish in 1996.  The license was amended to include all species in 1997.  My next pond addition was approved for all species in 1998.  The latest pond addition was approved for all species in 2001.  I have copies of all these documents as do you.  I was never contacted that there was any problems with the license.

In 2001 after my latest ponds were approved for all species I was denied a stocking permit for a fish (orangespotted sunfish) that is on my license.  I have purchased and reported purchasing this species to the MN DNR Fisheries.  I have reported selling this species to the MN DNR Fisheries.  I was never told there was any problem with raising this species until after filing the ethics complaint against the fisheries research manager for falsely testifying to the legislature.  I have copies of all these documents as do you.

The arbitrary and capricious denial of that permit cost my small farm over $10,000 in lost sales.  In addition, it has cost the 2002 production of the ponds that would have been built in the fall of 2001 using the money from those sales.

Now your staff is attempting to illegally re-write my license after it has already been approved.  I strongly suspect that is a thinly veiled attempt to validate the arbitrary and capricious permit denial.  I consider this unethical.

 Now that you are personally aware of this situation you are personally responsible.
