I was reviewing the DNR's August 1, 2006 Data Practices Act manual.
 
It clearly states that the actions of Messrs. Ron Payer and Timothy Goeman are cause for dismissal.

"Legal Remedies: The MGDPA provides for civil remedies against an agency that violates the Act (MS §

13.08).

Penalties: The MGDPA provides that any person who willfully violates the provisions of the Act, or any

rule adopted under the Act, is guilty of a misdemeanor. Willful violation of the MGDPA by any

public employee constitutes just cause for suspension without pay or dismissal of the public

employee (MS § 13.09)."
