Are you saying that the statement is incorrect when you say it is generally correct?  That is the way I understand the statutes.

Also, has anyone informed Mr. Goeman that his statement is incorrect?

After further review of the January 8, 2002 letter sent to you by Mr. Goeman and the laws, the statement is generally correct.  However, more detail is outlined in the email that was sent to you on August 5, 2002.  I would like to note that the statutes do refer to both a transportation permit and a bill of lading.  The transportation permit can be substituted in place of a bill of lading.  If you have a more specific question, I would be happy to assist you.
